In all major Europen Community countries legislation has been implemented making it compulsory for dog owners to clean up after their dogs have excreted.
Many major cities run large and expensive billboard campaigns in order to underline the importance of not having dogs foul the place and the, sometimes, expensive consequences of not cleaning your dog's poop up.
Of course there are often free disposable dog poop sacks available but these mean the dog owners has to bend down - and we're not all young and agile - and use the hand in the sack to remove at least most of the excrement.
